General

FCL.1025(b)(2) or FCL.1025(c) requires an examiner to attend a refresher course as part of the revalidation or renewal procese. The On-Track Aviation examiner refresher course (seminar) full fills this requirement

An examiner refresher course (seminar) does not meet the requirements of a senior examiner briefing, course or seminar

Please note there are NO dual (UK CAA and Danish CAA [Trafikstyrelsen]) examiner seminars available

The examiner refresher course (seminar) is conducted under UK CAA Approval only

Introduction

We believe examiners should have a chance to discuss issues of mutual interest as well as being brought up to date with the latest information from the UK CAA

Our refresher course (seminar) is designed to be a forum where examiners of all ages and types can express their views and exchange ideas without fear of any retribution. So by the end of the course (seminar) you will be more knowledgeable about the regulations and better informed so you can do your job more effectively

IMPORTANT: Ensure you have paid before the date of the course (seminar)

What must I prepare?
On the Friday before the start of the course (seminar) you will receive an email with the following information:

# 'Documents' username and password (see note 2)

# A link to the Zoom meeting code and password (see note 2)

Please check your email 'Spam/Junk' folder in addition to your 'Inbox' for the email

We have a duty of care to check your licence(s), medical and examiner certificate(s). Therefore everyone attending the course (seminar) MUST send copies of the following items prior to the start of the course (seminar)(see note 1):

# Licence(s)

  • particularly important if you are renewing after a long lay off
  • ensure you send a clear readable copy of both sides of the licence
  • please ensure you have signed your licence(s) 

# Examiner certificate(s)

  • these are normally located in your licence or maybe on a separate certificate
  • please ensure you have signed your examiner certificate(s)
  • ensure you send a clear readable copy

# Medical

  • ensure you send a clear readable copy

# Identity document e.g. passport, national identity card, photo driving licence, etc

# Copies of 2 of your examiner report forms showing either a fail or partial pass (optional)

  • to be used in the presentations (anonymously)

Notes:
1. This is normally completed during the online registration. If you haven't done so please send by email (info@ontrackaviation.com)
2. This will not be issued until payment has been received in full

Refreshment breaks
Short breaks (10 minutes) will be planned between presentations to enable you to get a light refreshment and to stretch your legs. A longer break (45 minutes) will be planned for lunch time

Online Presentation
In order to gain the most from the presentations you need to be in a room without any disturbance. We recommend you use a laptop, PC or tablet and not a mobile phone.

It is a requirement to have a camera and microphone.

The internet connection should be of a good quality.

Ensure you have an external power adapter connected. Don't rely on your devices internal battery

Please check that your device name reflects your name e.g. if Steve Bloggs laptop is named 'my laptop' please change this to Steve Bloggs. When you join the course (seminar) it makes it easier to identify you

It is recommended that you download the free software; Zoom Client for Meetings (https://zoom.us/download) and familiarise yourself with the controls before attending the course (seminar). Additionally, if you are unfamiliar with this type of online meeting software we can arrange a tutorial ahead of the course (seminar)

In order for us to assist you with any technical issues on the day please supply a phone number where we can contact you. Alternatively, you can contact On-Track Aviation as our offices will be manned during the course (seminar)

Accessing the Refresher Course (Seminar) using Zoom
You will be sent a link (https://us02web.zoom.us/j/87971382050?pwd=bFo5VFl6Vm), a meeting ID (879 7158 2052) and a passcode (761481) on the Friday before the date of the course (seminar). Simply paste or type the link into the address bar on your internet browser. Then follow the on screen instructions. Please change your device name to your first name and family name to facilitate identification. Enter the meeting ID and passcode when requested. You will end up in a Waiting Room

Admittance to the course (seminar) is controlled by us. It is suggested that you complete this process at least 10-15 minutes before the end of the registration period on the programme. More information can be found in the documents, under “Accessing Zoom”, which will be made available on the Friday before the date of the course (seminar)

Workshop
You will be assigned to a workshop on the day. The workshop will be facilitated by a member of the On-Track Aviation team. The content will be based on the examiner standardisation course - examiner core knowledge. Therefore, you might wish to review UK CAA Standards Document 21 (Appendix A) prior to attending the course (seminar)

Documents
Documentation for the course (seminar) will be available to download on the Friday before the course (seminar) starts and will remain available until the completion of the course (seminar) after which it will be removed from the On-Track Aviation webpage. The username and password to access the 'Documents' will be sent to you on the Friday before the course. Please note these will not be issued until payment has been received in full. There are no hard copies of the documents available


Confirmation of attendance
In order to confirm you have attended all sessions of the course (seminar) we will capture your video images during each presentation. Additionally, the course (seminar) may be recorded. If you are absent for more than 10 minutes per day (excluding planned short breaks and lunch time) you will be deemed not to have attended

Certificate of attendance
Attendance from you will be required for the whole duration of the course (seminar) including workshops. On completion you shall be sent a Certificate of Attendance a copy of which you will need to send to the UK CAA with your application to revalidate/renew your examiner certificate

Programme

The course (seminar) is conducted in accordance with AMC1 FCL.1015 and FCL.1025.

The duration of the course (seminar) will be 1 day and will include a minimum of 6 hours of presentations. It is not a test; there is no pass or fail. Formal sessions will allow for a presentation time of up to 45 minutes followed by 15 minutes for questions

You are required to attend all sessions of the course (seminar) in order to qualify for the Certificate of Attendance. The numbers attending the course (seminar) will be strictly limited to maximise the benefit derived from debate and to allow sufficient opportunity for everyone to become actively involved

The course (seminar) is a vehicle under the guidance of On-Track Aviation staff to provide examiners with the opportunity to standardise examining methods and practises including an opportunity to discuss issues with like minded colleagues. A proactive approach will enable you to gain maximum benefit from the course (seminar). A programme will be included in the 'Documents'

The subjects covered include:

  • Pilot Licensing and Regulation
  • Review of the test schedules and variations of, for the LAPL, PPL, CPL, Type/Class/Instrument ratings for SP aeroplanes excluding SP HCA                                                                                                        
  • Review of UK CAA administrative procedures for the issue, revalidation and renewal of the above   
  • Review of examiner privileges and responsibilities ‘in the field’                                           
  • Procedures for the assessment of competence for the issue, revalidation and renewal of FI, CRI, IRI certificates
  • Review of UK CAA - Policy / Forms / Standards Documents / CAPs / Information Notices and Guidance Material      
  • Vested interests of examiners
  • Feedback on test results and common reasons for failure
  • Appeal procedures under UK CAA regulations      
  • Briefing and debriefing techniques incorporating CRM/TEM
  • SE aeroplanes technical knowledge verbal examination
  • Additional topics as specified by the UK CAA
  • Electronic Conspicuity (EC)
  • English Language Proficiency (ELP) level 6 assessment

Revalidation

(a) Complete the examiner authorisation issue / reissue / variation-application form (SRG1128) and send to examiners@caa.co.uk

(b) Conduct six skill test/proficiency check/assessments of competence within the validity of the examiner certificate

(c) Conduct one test in the final year as an observed or dummy test with a UK CAA FOTI or senior examiner

(d) Attend an examiner refresher course (seminar) in the final year of validity of the examiner certificate

Renewal

(a) Complete the examiner authorisation issue / reissue / variation-application (SRG1128) and send to examiners@caa.co.uk

(b) Complete a skill test / proficiency check / assessment of competence as an observed or dummy test with a UK CAA FOTI or senior examiner (see note)

(c) Attend an examiner refresher course (seminar)

Note: You should complete this item last in accordance with FCL.1030(ii) (see UK note)

FCL.1030
When conducting skill tests, proficiency checks and assessments of competence, examiners shall:
(i) ensure that communication with the applicant can be established without language barriers
(ii) verify that the applicant complies with all the qualification, training and experience requirements in Part FCL for the issue, revalidation or renewal of the licence, rating or certificate for which the skill test, proficiency check or assessment of competence is taken
(iii) make the applicant aware of the consequences of providing incomplete, inaccurate or false information related to their training and flight experience

UK note: Notwithstanding FCL.1030(ii), for UK examiners the UK CAA will accept the completion of the assessment of competence and examiner refresher course (seminar) in any order

The Team

Each course (seminar) uses a team of specialist presenters all of whom have considerable experience in their particular field. During the course (seminar) our highly qualified team will share with you their skill, methods and knowledge gained over many years in aviation. The attendance of each presenter is subject to availability. The team includes:

  • Simon Atkins - On-Track Aviation. Simon is an FIE, IRE, FE, CRE and Senior Examiner
  • Paul Barker - On-Track Aviation Limited. Paul is the Safety Manager and Compliance Monitoring Manager who also holds a PPL(A)
  • Christine Bell - On-Track Aviation Limited. Christine is a highly experienced FE and FIE who specialises in tailwheel differences training
  • Jon Cooke - Major UK Airline. Jon is an FIE, IRE, FE, CRE, Senior Examiner and Air/Ground Operator Examiner
  • John Eburne - On-Track Aviation Limited. John is an FIE and FE
  • Tim Elkins - On-Track Aviation Limited. Tim is one our part time Operations Support Team personnel who also holds a PPL(A)
  • Mike Grierson - On-Track Aviation Limited. Mike who worked for the UK CAA gives us his considerable knowledge of EASA and UK Regulations. He was an FIE, FE, Senior Examiner and FRTOL Examiner
  • Alan Newton - Director / Head of Training On-Track Aviation Limited. Alan is an FRTOL Examiner, FE, Senior Examiner, CRE and FIE on land and seaplanes
  • Lee Merritt - On-Track Aviation Limited. Lee is a FIE, FE and FRTOL Examiner
  • Simon Mitchell - Director On-Track Aviation Limited. Simon was an FE
  • Steve Oddy - On-Track Aviation Limited. Steve who worked for the UK CAA is an FE, FIE, Senior Examiner, CRE and IRE with many years of experience examining at all levels
  • Ben Rimron - Lenguax. Ben is an English Language Expert with qualifications in TESOL, Linguistics and Language Testing
  • Keith Thomas - AOPA (UK). Keith has instructed on both aeroplanes and helicopters and worked for the UK CAA. He is now a presenter on the Airspace Infringements Awareness Course
  • Peter Thompson - On-Track Aviation Limited. Peter is a highly experienced FIE and CRE who has taught within both military and civilian flying training schools
  • Alec Trevett - On-Track Aviation Limited. Alec brings his extensive experience of ATC and Flight Safety issues to the team as well as being a FE and FIE
